Is there supposed to be a parameter where a place kick is considered a form of punt?

Whenever Dardy was forced to kick it away, they would always line up as if to attempt a field goal. One time, the ball rolled through Charleston's end zone. However, it was ruled a touchback with the ball placed on the Tiger 20, rather than a failed scoring attempt with the ball moved back to the start of the kick.

What does the rule book say regarding such an unorthodox procedure?

A FG attempt is the same as a punt. Both are scrimmage kicks, the difference is one is a scrimmage kick that score, even from 99 yards away. If a FG attempt falls short and the ball becomes dead in the field of play the next snap will be from there.

Not familiar with the specific play you reference. Which team was on offense when the touchback occurred?

It was Dardy on offense and kicking it away.

And to clarify, the ball landed short of the goal line, yet proceeded to roll over both the goal line and the end line.

As soon as the ball breaks the plane of the goal line on a scrimmage kick (FG attempt or punt) it is dead. Touchback. 1/10 for B on their 20. Bringing the ball back to the original LOS following a missed FG attempt is not a high school rule.

I think you are thinking of the NCAA rule where the ball goes back to the previous spot if it was snapped from outside the 20-yard line.
