Motion in the backfield

I've seen numerous plays this season where the man-in-motion could be questioned.

The basics run like this: QB in gun, set back beside him, set back motions in front of QB.

In other words, I've seen several players move forward while going in motion.

Now, my understanding is that if a player in the backfield moves forward, he must get set in his new position before the snap; otherwise, that's a 5-yard flag.

Can anyone here clarify otherwise? What am I missing here?

Any movement that simulates action is a false start. If the back in motion is not simulating action with an abrupt movement there is nothing to prevent him from stepping forward as he begins his motion. If he resets, yes, he must be set for one second prior to the snap. What you describe is fairly common. Key words: "simulating action."
