R1 is on the LOS. R2, outside of this one, is also on the LOS. We know R1 cannot go past the LOS and catch a pass. If R1 steps back from the LOS, is there any circumstance when he could legally catch a forward pass behind said LOS?

If r1 is covered by r2 at the snap he can't not catch a pass down field, now he could   Catch a pass behind the line he can catch a tipped ball. If he steps back off the line before the snap he is eligible to catch a forward pass down field. But by stepping back he could open up the offense to other fouls.

What NFHS rule covers this?  Case Book??

Understand about the tipped (touched) ball. The reference rule is 7-5-13. Looks to me that if a player is ineligible he cannot bat, muff, or catch a forward pass. I take that to mean that the restriction applies anywhere (i.e., either side of the LOS).

You nailed it, heidi. Ineligible receivers can not legally catch a forward pass behind or beyond the LOS.
