With all due respect to Rich for the work that he does, I disagree with some of his top 10 there. One could probably make a case for Hope being in the bottom part of the top 10 but not so much for Camden Fairview seeing as this is a rebuilding year for them.

I think it's going off of last years numbers, kinda has to be. Makes no sense otherwise.
