7th Grade Field Goal

I notice on extra point field goals.  The defense is not allowed to rush the kicker.  My question is if the holder drops the ball to the ground.  Why are they allowed to place the ball and attempt the kick?
Just seems like it should be required to make a good snap, hold, and kick to earn the point.

On a situation like that in 7th grade football the coaches agree on the rules/protocols and notify the officials before the game.  That question should probably be directed toward the 7th grade coaches.

Most 7th grade games I've seen don't kickoff or punt or rush extra points/field goals.  But it is agreed upon by the coaches prior to the game.
