how could CAC have lost to Riverview in the championship game of district then be ranked 4th from their conference in regionals playing a one seed.

If I'm not mistaken, Riverview played ESTEM  in the district finals.

CAC entered the district tournament as a 5-seed.  They defeated Helena, then Lonoke, to make it to the district semifinals vs Riverview.  CAC lost to Riverview, which made them a 4-seed entering the regional tournament vs 1-seed Pocahontas.
