When you only have 16 teams and 2 conf's, this is inevitable, especially considering teams do not play against their own conf in round 1.  The only way around this in AR is to eliminate 7A and put the top 32 teams in 6A.  Even then it wouldn't solve all the problem.  Just a product of being a small state with only 2 metro areas.
