Alignment/Illegal Motion Question?

I was watching the broadcast of a NFHS game the other night.  The tight end was covered by the split end on the near side of the field(both on the line of scrimmage).  The tight end went from a down position and stepped back and went in motion to the other side of the field.  Is this not an illegal motion/procedure call?

No, but could be a false start. Had the snapper made his final adjustment of the ball when the action occurred?

The entire o-line was set and in three-point stances, including the tight end.  The center did not make any adjustments.  The ball was snapped once the tight end cleared the wide side tackle.

If the center had his hands on the ball (i.e. made his final adjustment) and THEN the TE shifted, yes, that would be a  FST.
