How are all conference and all state selections made in Arkansas High School Football?

To be more specific, the head coaches only vote on all-conference, all-state and all-star selections(seniors only for all-star).

coaches lobby and vote for thier own players, often "trading votes, depending on the conference they are allowed so many players per their finnish.
