Basketball: Two (related) questions BUT need separate answers

Situation:
Play is underway and the possession arrow is toward the visitors.
During the play, a referee blows his whistle and signals held ball. 
Just after the call, the home team gets a technical. 
The free throws for the technical foul are shot and the visiting team inbounds the ball from the midcourt line.

Question: does the possession arrow change?

Procedural Question:
Somewhere in the back of my mind, I recall that when working the scoring table we were NOT to change a possession arrow UNTIL a ball had been inbounded AND touched.  At the point of the ball being touched (by any player) on (within) the court, the arrow should be changed. 

Is that correct?

Rulesman,

Could you please point out the rule used to determine the answer to the first question - its not that I don't believe you, rather I would like to read that rule for further thought.

Look at the 10.5.1.Situation B play.

Penalty for a T is two shots and a division line throw in. The arrow is unaffected.
