ok guys if a starting pitcher comes out for say the 7th inning starts to warm up then the coach decides to change pitchers does the pitcher have to pitch to 1 batter in the inning if so what rule is it

Yes. He must face one batter. Rule 3-1-2.

But he doesn't have to finish out that at-bat does he?  Couldn't he just throw one pitch (to the backstop, underhanded, however he wanted) and get pulled?

No...he must compete the at bat.

ok today a starting pitcher had thrown 8 full innings came out and threw 2 warm up pitches which by rule means he must face 1 batter in the 9th but he cant cause 8 inn is the limit. should game be forfeit

No. He could have been pulled. He was not a substitute.

I misunderstood your original post. I was referring to the substitute having to face one batter. The starter can be pulled without penalty.
