Title: Basketball "Rules" Question

I have seen this happen in two different ball games this season.
A player is clearly frustrated/angry and out of control. The official tells him to go "have a seat on the bench".  That player's coach subs in another player and play continues. No foul is called.

Some time later ( "cooling off period" ??) the player is allowed to re-enter the game.

Questions: 1. Is this a new rule? What exactly IS the rule?
                   
I will say that in both cases, I thought the official did a good job controlling the young men, and not allowing the situation to escalate; I've just never seen this before.

I will also say that in both cases, both boys behavior could easily have warranted a Technical.

I would say what the official did would fall under "preventative officiating".  However, I don't believe as a referee that I would tell a kid to go have a seat on the bench.  I might mention something to the coach about a player, and many times the coach will go ahead an make a substitution to allow his player to cool off and to prevent a possible technical foul.  This usually clears up the problem before it escalates to the point of a T.

I don't believe handling it this way is preventive officiating. Mentioning something to the coach that we need help with #so-and-so is preventive officiating. If the coach doesn't take care of the problem immediately, the penalty that should follow is well deserved.

I call it good COMMON SENSE Officiating.   Good job to both those Officals

It's the referee's fault. Call the game right from the start, and nip it in the bud. Let a shove go. Let a push go. Watch a screen move. Don't call anything on a player control / late blocking drive to the hoop. The next thing you know, the game is too physical. You guys need to settle down. Cool off.
Let's see. Who all is mad; players  yep;   coaches; yep     fans;  yep   referees   yep (the fans and coaches were yelling at them)  who is to blame? See 1st sentence.
This is not a shot at any competent official. The good refs do not have this problem.

Not all instances can be regulated by nipping it in the bud.  Some kids are hot tempered and don't understand the game.  I've seen plenty of 'em that always think there getting a raw deal, and an official cow-towing to him/her isn't the answer.

Granted, I've seen instances where officials let it get too rough and what ensues is what you've described.  But know this...just b/c a kid loses their cool does not mean it has anything to do with an official.  Especially in smaller schools.  I think the instances for kids to act up is far greater because your dealing with many more coaches who are within their 1st 5 yrs out of college.  That's no knock on them, wisdom in how you manage your team comes with age.  But if you look at the programs across the state who have a reputation of winning (and i'm talking 15-20 yr track record) you'll find that a great deal of them have coaches and players who coach and play, not whine constantly about everything.  That's regardless of classification.

If it were more like that, then their would be a lot less of the other stuff.  Players play, coaches coach, and officials officiate.

Don't misunderstand me, I'm not trying to be abrasive.  I just thought that this needed to be added.

Thanks guy. You are right. A coach who doesn't have control of their players can make this a bad situation too. In Nascar lately there has been discussions of "optimizing" the rules. I see this a lot more with newer coaches. Push it to the limit and see what happens. But then again, This is why we play the games. Sometimes the little overachievers make it happen.
