Roughing the Passer

At what point is a passer, no longer a passers-by and considered a runner?

If the passer scrambles outside the box then returns are the roughing rules the same?

1st there is no box in Federation rules

2nd a player becomes a passer when they pass the ball until then they are a runner,
So they can run around all they want behind the line of scrimmage and then pass the ball, they are still  protected
