Who picks All State Team and all tourny teams? What is criteria, who nominates, etc?

I assume all state has to do with play during year and all tourny teams is play durning tournoment.

Yep, that's pretty much it. The number of picks you get is based on where you finished in both. This isn't set in concrete, I've seen teams give up their slot for kids who definitely were top ranked players, but played on a team that finished in the cellar.
