Who is going to pay to have the shot clock put in all gyms? Expense has a lot to do with it. Not all schools have the same budget.

You can drive from Bentonville to Lake Village and see alot of new nice and shiny gyms. Plus all these schools with small budgets seem to find enough money for trap shooting, archery, bass fishing, bowling, and  baseball tournaments in FL over spring break.
